The IAA provides the following explanation for 'otherwise finalised': "Following the Full Federal Court’s judgment in DBB16, 
a significant number of IAA cases were ’Otherwise Finalised’ after having received confirmation from the Department of 
Home Affairs that affected applicants no longer met the definition of Unauthorised Maritime Arrival pursuant to section 
5AA of the Migration Act 1958 (the Act)". Note figures of <1% are not included.
