Infogram animates the presentation — elements slide and fade as a reader scrolls a report. PlotSet animates the data — bars overtake each other as the timeline advances, and the result can be rendered as a video file. They are different meanings of the word 'animated', and which one you need decides the tool.

Infogram is a capable infographic tool with a bigger map library than PlotSet and a mature template system for multi-page reports. Where it stops is data animation and video: its animation is presentational, and there is no MP4 render. Its free tier is also tight at 10 projects for a single user. If you produce branded reports, Infogram is a reasonable choice. If you produce animated charts, social video, or want AI to rebuild a chart from an image, PlotSet does work Infogram does not attempt.
